The region’s morphology features two distinct, clearly defined areas: the upper town, which has a more public character, and the lower town, which has a more urban appeal. These two parts of the town meet in the exact location where the town hall is to be erected. One penetrates the other through the use of an urban green space, in and around which a series of public buildings are situated.

In this specific location, the proposed building aspires to complement this ‘network’ of public buildings, and serves as a point of contact between the upper and the lower part of town, as well as between the man-made environment and the urban green space.

The building attempts to capture a multi-level relationship: between public and private, formal and familiar, open and closed, natural and man-made. It explores, in several ways, the notion of the wall as a boundary, as the building serves both as a landmark as well as a passageway.
